During a planned shutdown on any busy manufacturing site, you can watch a dozen trades working within twenty metres of each other, each assuming someone else has confirmed what is isolated and what is live. Usually that assumption holds. Sometimes it does not, and someone ends up in hospital.

That is the problem a permit to work system is designed to prevent.

What a Permit to Work Actually Does

A permit to work is a formal document, signed by the person authorising the work and the person doing it, that confirms three things: the hazards have been identified, the right precautions are in place, and the work scope is agreed and bounded before anyone picks up a tool.

It is not a risk assessment. It sits on top of one. The assessment tells you what could go wrong. The permit confirms that, right now, on this specific piece of equipment, the agreed precautions are actually in place.

When You Are Required to Use One

If your site falls under the Confined Spaces Regulations 1997, the Electricity at Work Regulations 1989, or CDM 2015, permits are not optional for certain categories of work. HSE guidance is plain on this. Beyond the legal requirement, any task where failure to control energy or access could kill someone should have a permit. That includes breaking into pressurised systems, work on or near live electrical conductors above low voltage, entry into any space where the atmosphere cannot be guaranteed safe, and hot work near flammable materials.

The 8 Permit Types That Matter on Most Sites

Different risks need different controls. Most mid-market manufacturers need to cover these eight:

Hot Work. Welding, cutting, grinding, or any activity that generates a flame or spark. The permit must confirm fire watch arrangements and that the area is clear of flammables.

Cold Work. Mechanical work on pressurised or energised plant that does not involve heat. Isolation, de-pressurisation, and lock-off must be confirmed before issue.

Confined Space Entry. Entry into vessels, silos, tanks, ducts, or any space with restricted access and a risk of atmospheric hazard. Requires continuous atmospheric monitoring and a dedicated standby person outside the space at all times.

Electrical Work. Work on or near live conductors, or any task requiring specific electrical isolation. Must cross-reference the isolation record.

Working at Height. Any task where a fall could cause injury. The permit confirms edge protection, access equipment, and falling-object controls are in place before work starts.

Excavation. Ground-breaking work where buried services, ground stability, or confined space risk is present. Requires a service strike check and, on most sites, a separate CAT scan record.

Radiation Work. Radiography or any ionising radiation source used for inspection. Requires a radiation protection supervisor and a defined exclusion zone.

Hazardous Substance Work. Work involving draining, cleaning, or breaking into systems carrying hazardous chemicals. The COSHH assessment must be referenced and PPE confirmed as available and in use.

Not every site needs all eight. A food manufacturer with no radioactive sources does not need a radiation permit. Set up the types that match your actual hazards and leave the rest out.

Why Paper Permits Break Down

Paper works well in a small workshop where the permit book sits on the supervisor’s desk and the job finishes before end of shift. On a larger site, or during a shutdown, it unravels quickly.

Common failures: permits are issued but not cross-referenced, so two trades work on the same isolation point without knowing it. Permits are not returned and cancelled when work stops, leaving nobody certain whether equipment can be re-energised. Handwriting is illegible or incomplete, which means the authorising signatory cannot confirm what was actually agreed. And permits end up in a filing cabinet that nobody can access when a night-shift question comes up at two in the morning.

Sort the permits. Then find out what is generating all the work in the first place.
